Karásková, Kristýna ; Mlejnek, Josef (advisor) ; Perottino, Michel (referee)
The diploma thesis deals with the comparison of the positions of the Prime Ministers of Romania and Lithuania during the reign of Presidents Klaus Iohannis and Dalia Grybauskaité. The work deals with the constitutional and practical position of the prime ministers of both countries. Both countries are part of the post-Soviet space and have gone through a democratic transition. At the same time, Romania and Lithuania are countries with a directly elected president and potentially fall into the category of semi-presidential regimes. The position of prime minister in these countries is specific due to the presence of a directly elected president. The work applied a comparative method, specifically a type of so-called contrast of contexts. This theory helps to understand a certain phenomenon through its context. The aim of the work is therefore to point out and understand the similarities and differences in the position of the prime minister, in practice and in the constitution, of these potentially semi-presidential countries. The work also points out to other institutional elements that prime ministers use to balance the presidential role. Attention is also paid to the phenomenon of cohabitation and the position of the prime minister in cohabitation with a non-party president.

The findings shed light on the complex nature of populism as a political phenomenon that can take different forms in different regions and contexts.

Pledge fulfillment in NATO: free-riding of "new members"
Slánský, Jan ; Kučera, Tomáš (advisor) ; Rosendorf, Ondřej (referee)
The diploma thesis focuses on the causes of the phenomenon of free-riding and the approach to fulfilling commitments towards NATO and burden-sharing in general in the cases of "new" NATO members. The timeframe of 2015-2019 and the qualitative comparative analysis (QCA) method combined with three case studies (Lithuania, Hungary, Romania) were chosen for the research. The QCA focused on four independent variables - economic situation, perceived level of threat, strategic culture (Atlantism/Europeanism) and ideological orientation of the government (left/right). The perceived level of threat proved to be a necessary and potentially sufficient variable. However, among the investigated cases, there was none empirically confirming the sufficiency. The simplest combination of variables that led to fulfilling the commitments and was supported by an existing case was a combination of an intensely perceived level of threat and the strategic culture characteristic of Atlanticism. Because already existing research on free-riding indicates that it is a multi-causal phenomenon, the author is inclined to the opinion that the mentioned combination of variables is the simplest sufficient combination. The economic situation proved to be without significant influence. The QCA results also indicate the ideological...

Application of Article 7 of the TEU: the cases of Poland, Hungary and Romania
Sechovcová, Anežka ; Šlosarčík, Ivo (advisor) ; Weiss, Tomáš (referee)
Some of the member states of the European Union are currently facing a rule of law crisis characterized by threats to the independence of the judiciary, to the media or to the freedom of speech. The situation is most critical in Hungary and Poland where these values are being systematically violated. However, Romania is also among the member states facing a crisis of the rule of law, mainly because of the threatsto the independence of judiciary and the limitation of anti-corruption measures. Since the value of the rule of law is enshrined in Article 2 of the Treaty on European Union, its violation is a reason for sanctioning the member state. The European Union has several instruments at its disposal to sanction these states and as well protect European values. One of the most important is the mechanism under the Article 7 of the Treaty on European Union which can cause a member state to lose its voting rights in the Council of the European Union. Using the process tracing method, the thesis traces the steps taken by the European institutions to apply this mechanism in the cases of Poland, Hungary, and Romania. The aim of the thesis is to determine whether there are interdependencies among the three cases. Based on the research, it can be concluded that there are significant differences among the...
Ion Iliescu and his role in the forming of the modern romanian democracy
Kocian, Jiří ; Tejchman, Miroslav (advisor) ; Šístek, František (referee)
The problems of Romanian transition to democracy after the year 1989 were in large part determined by the form of previous regime. Because of the extreme pressure and control exercised on the opposition and personal dictatorship of the regime of Nicolae Ceaușescu, no major dissent groups or opposition centers possessing the potential to take part in the overthrow of the regime existed. In the swift and still unclear events of December 1989, National Salvation Front rose to hold the power, being directed by Ion Iliescu at the same time. As a formerly top positioned communist apparatchik, who had been swept out from his status after several conflicts with Ceausescu, he transferred almost complete communist structure under the newly formed regime, including Securitate, the secret service. Deconstruction of the former regime was actually performed by the execution of the former president and his wife and by trials of several Securitate generals. Iliescu concentrated overwhelming majority of the state power around NSF and in contradiction with his original proclamations postponed transition to democracy. New regime, which was led by Ion Iliescu demonstrated in its ideological presentation and exercise of power apparent similarities with the era of communist rule, nevertheless, it worked under formal...

Blümelová, Iva ; Dzúrová, Dagmar (advisor) ; Freidingerová, Tereza (referee)
The Czech Banát is an area in Romania where a populous Czech community lives in six typically Czech villages. It has preserved the Czech language, traditions, customs and the way of living for more than 180 years. After the change of the political regime in 1989 many inhabitants have abandoned these villages for Romanian cities or have returned back to the Czech Republic. This research deals with the history of settlement, the development of the size of the population, ways of a living and education in these villages. Based on research made in schools, the opinions and views of the young generation about their future life were explored. Because of the importance of the aid provided by the Czech Republic to this area, it is dealt with in an independent chapter. In the last section, the future of this community threatened by re-emigration is discussed.
